Once investment objectives (i.e. income needed at retirement, tuition for childrens' college educations, etc.) are clear, then the rate of return needed to achieve the objectives is established. The target rate of return dictates the risk that must be assumed to achieve the return. In an effort to get the best return for the least amount of risk, tactical asset allocation is utilized. This tool enables the investor to find the best combination of stocks, bonds, cash and international securities.
